LPA Project Administration

This page is designed for use by Local Public Agencies (LPAs) receiving federal transportation funding for locally-administered projects and  consultants working with LPA administered projects.




 Any LPAs using federal transportation dollars for a local project must follow the Kentucky Transportation Cabinet's LPA Guide when completing the project.  This site contains the guide and provides links to the most commonly used forms in the administration of these projects.  In addition you will find links to resources such as manuals, policies and websites that may be of assistance during the course of the project. 

While this site is designed to provide general guidance for LPA projects, each of the programs listed above may have additional programmatic requirements not listed in the guide.  It is crucial for all LPAs to review the program guidelines for their specific funding source and contact the appropriate administering office to discuss these requirements and any questions they may have.  A list of all the federally-funded LPA programs and the administering office contact for each program is provided in the navigation bar.


It has come to our attention that the advertising requirements for LPA projects may be misinterpreted.  The construction and maintenance federal regulations, 23 CFR 635.112, Advertising for Bids and Proposals, states "the advertisement and approved plans and specifications shall be available to bidders a minimum of three weeks (21 days) prior to opening of bids....."  The day the bids are opened does not count as an advertising day.
