The Medical Review Board identifies drivers
with physical or mental impairments which hamper their ability
to safely operate a motor vehicle. The Medical Review Board
consists of ophthalmologists, neurologists, psychiatrists,
and rehabilitation specialists. Board members provide medical
advise to the Division of Driver Licensing on license applicants
and licensees that are reported to the Board. The authority
for the Medical Review is found in Kentucky Revised Statues
186.444, 601 KAR 13:010, and 601 KAR 13:090.
License
Issuance with Seizure Conditions for Non Commercial License
A
license applicant or licensee must be seizure free 90 days
in order to obtain or maintain driving privileges. KRS 186.411.

Kentucky
Vision Requirements for Non Commercial License
Visual
requirements for driving in Kentucky require an individual
to have visual acuity of at least 20/60 or better in at
least one eye. The visual horizontal field of vision must
be at least 35 degrees to the left and right and vertical
field of vision of at least 25 degrees above and below fixation.
Drivers
may be reported to the Medical Review Board for one of the
following reasons:
If
the driver has indicated that he has "blacked out",
lost consciousness or suffered a seizure prior to a reportable
motor vehicle accident;
If
the driver has been reported by a physician as being incapable
of driving safely due to a physical or mental condition,
or due to medication prescribed for an extended period of
time;
If
the driver has been reported by a law enforcement officer
after being observed driving or behaving in an erratic or
dangerous manner which indicates the possibility of a physical
or mental impairment;
If
the driver's official record kept by the Transportation
Cabinet indicates a possibility of a physical or mental
impairment;
If
the driver has reported that he suffered an epileptic seizure
or any type of syncopal episode;
If
the driver has been reported by a commonwealth attorney,
county attorney, county clerk, circuit clerk, sheriff or
judge as being incapable of driving due to a physical or
mental impairment.
If
the driver has been named in an affidavit by at least two
citizens as being incapable of properly operating a motor
vehicle due to a physical or mental impairment;
To
report a driver to the Medical Review Board an individual
must complete an affidavit that can be obtained at a Circuit
Court Clerk's office or by calling the Medical Review Board
at 502-564-0280. The required affidavit form may be downloaded

this page.
Once
the individual has been set up under the Medical Review
Board program a medical form will be mailed for completion
by the treating physician. Once this information is reviewed,
the individual will be notified of the Board's decision
regarding their driving privilege.
