The Kentucky Transportation Cabinet (KYTC) is in the design phase of a project to widen KY 864 (Beulah Church Road) between Cedar Creek Road and Interstate 265 (Gene Snyder Freeway). An advisory committee made up of elected officials, emergency service agencies and neighborhood representatives was formed for this project. An initial advisory committee meeting was held in July 2013 to discuss numerous issues including: operational/safety concerns, right-of-way impacts, local streams, utility impacts, proposd roadway width and pedestrian and bicycle use. This information was used to develop design alternates for widening Beulah Church Road.
A second advisory committee meeting was held on June 12, 2014. KYTC staff and representatives of the project consultant firm, GRW, presented the preliminary engineering designs developed to date and asked for input from local officials and concerned parties.
A public meeting was held on July 17, 2014 to present three alternates for widening Beulah Church Road between Cedar Creek Road and I-265. Approximately 200 people attended this meeting at the Teamsters Local 783 Hall at 7711 Beulah Church Road.

PROJECT UPDATE AUGUST 2016
Since the public meeting and comment period in August 2014, the funding to advance the project was authorized and KYTC has contracted GRW Engineers, Inc. to develop the final roadway design for the 1.6-mile improvements to KY 864 from Cedar Creek Road, north along a new alignment to the intersection of Beulah Church Road and Cooper Chapel Road then continuing north along the existing roadway to Rocky Lane where the project ends just south of the I-265 interchange. In June of 2016, the Notice to Proceed for this project was issued. This basically is informing the design consultant and the Kentucky Transportation Cabinet project team that we can move forward and begin the final engineering phase of this project. The final engineering phase encompasses developing the final design plans and developing the right of way acquisition plans.
Since receiving public input in July of 2014 and a petition in October of 2014, a project team meeting was held in November of 2014 to review all comments, questions, and pubic concerns and to select a preferred alternative considering those public concerns and comments.
After selecting the preferred alternative, on November 20, 2014, both Representatives Larry Clark and Kevin Bratcher were sent a letter conveying the decisions that were made for moving the project forward, along with how the comments and concerns from the citizens were addressed by the project team. One of the first tasks of getting started with the final engineering phase is to supplement the aerial photography with ground field surveying. Letters were provided in the past few weeks to residents in the project area notifying them of the survey work.
Following is the Tentative Project Milestone Schedule (SUBJECT TO CHANGE):
Design Consultant to begin final roadway design of project summer 2016.
KYTC expects to begin acquiring the needed easements and right of way fall 2017.
Utility relocation begins after right-of-way is acquired and could begin in 2018.
Advertisement for a construction contract at the earliest in late 2018 or early 2019.
