Question:
What is the status of the utility companies receiving plans from the Cabinet?
Answer:
The utility companies were furnished plans on July 17, 2007.
Question:
KYTC has been utilizing erosion control blanket on many recent projects on excavated slopes. Does KYTC have any particular requirements for this project?
Answer:
The project needs to use erosion control blankets as per the standard specifications.
Question:
Are additional drainage calculations, especially the Whitley County section (scour, etc.) available?
Answer:
There are no additional drainage calculations available. Any additional required information will be the responsibility of the DBT's.
Question:
Are the plans for the KY 92 sections east and west of the section included in the Design/Build sections available for review?
Answer:
The plans for the section to the west can be viewed in the District 8 design office. These are preliminary at this time. The plans for the section to the east can be viewed at the District 11 construction office. This grade and drain project is underway.
Question:
What are the plans for tying in the McCreary Co. Section of KY 92 with the western section that is currently shown as "by others"?
Answer:
See answer #4. This section to the west is in the right of way phase; it is anticipated that the right of way for this section will be purchased by the time that actual construction of the Design Build project is begun. Actual construction of the section to the west may or may not be done before the Design Build project is actually constructed. It will be up to the DBT to coordinate with any adjoining project and to make an appropriate tie-in whatever the case may be.
Question:
Are ALL right of way monuments to be set as required by a recent design memo, which calls for precise monumentation, and at the direction of a licensed land surveyor?
Answer:
Yes, this is correct.
Question:
Section 8.5 of the Scope of Services, Item No. 2 states that the station, offset, and elevation of certain underground features will be shown on the "as built" plans. These include existing pipes, utilities, abandoned pavements, foundations, or other major obstructions. This would appear to be a very burdensome task for the benefit derived. Can you clarify what the intent of this requirement is?
Answer:
The purpose of this is to identify for future reference any items that may require special consideration during any required maintenance or future construction. After further consideration, it will not be necessary to provide elevations on abandoned pavements; otherwise, the requirements of this section are still applicable.
Question:
What measures should the DBT take to gain access to properties in order to perform preliminary engineering work when said access is denied by the property owner?
Answer:
The DBT shall advise KYTC of this issue as soon as is practical. In order to be given consideration by KYTC during the evaluation of bids, KYTC must be notified by the DBT that access is being denied at least 10 days prior to submittal of bid proposal, and include a description of what steps were taken to obtain access.
