Questions and Answers:

Question:
Will aerial mapping be provided for this project?
Answer:
Yes

Question:
We understood from the Utility meeting that Utility Plans will be posted. Utility plans have not been posted. Please advise as to when this information will be available.
Answer:
In further discussions with the Utility Companies, they have advised that existing utility mapping for the KY 90 segments of the project will not be made available for distribution by KYTC. The DBT's are advised to contact the respective Utility Companies directly to obtain available information.

Question:
Are the Bridge Plans and Drainage Folder available for Bridge Number B00022 at MP 5.314 on KY 90 in Cumberland County?
Answer:
A copy of the bridge plans has been mailed to each Team. KYTC is still trying to locate the Drainage Folder. Due to the nature of the Drainage Folder, KYTC will advise the Teams when it is available for review.

Question:
Is the drainage folder available for Bridge Number B00022 at MP 5.314 on KY 90 in Cumberland County?
Answer:
After research in KYTC archives, it has been determined that the folder is over 50 years old and per KYTC policy, has been destroyed.

Question:
Information on the KY 61 CD included topo, DTM information, a DES, a drainage summary, geotechnical report, microfilm of old plans, PVA maps, survey files, inroads information, traffic forecasts and several working dgn files. Please verify the basis for the coordinate system for this information. We assume that it is NAD83, KY South. Please confirm this with the department. Also what is the project factor?
Answer:
Coordinate System Information: Ky - South Zone - NAD 83/90 (HARN) - NAVD 1988 - Mapping done in project coordinates (US Survey Feet) and PF = 1.000043124

Question:
The CD for KY 90 includes only the scoping study and microfilm plans. If mapping will be provided for the KY 90 section, what is the expected date that this information will be available?
Answer:
May 15, 2007

Question:
Please provide Survey Control Books for KY 61 and KY 90. Also, please provide As-Built plans for the KY 100 bridge replacement project.
Answer:
The survey information for KY 61 and the plans for KY 100 have been assembled and mailed. The KY 90 survey control book will be sent out as soon as it is available.

Question:
In comparison of the bridge plans provided by KYTC for the structure at MP 5.314 on KY 90 and the quad sheet for this area, there appears to be a significant elevation discrepancy. Does KYTC have any other information available to explain this?
Answer:
No, KYTC is unsure of how this has occurred. Please be advised that the DBT shall verify all necessary information in the field in order to establish the appropriate survey control information for the project.

Question:
Please be more specific on locations for sod (Section 14.10)? a) Only urban section with sidewalks? b) Rural areas? If so, entire property or maintained yard? If maintained yard and there is a discrepancy in the delineation with KYTC, does it constitute a change order? c) If sod is to be used through areas with a rural typical section, is the area to be sodded only the disturbed areas outside of the right of way line (disturbed area within temporary or permanent easement)? From the edge of sub-grade?
Answer:
a) Sod shall be required to restore all *disturbed areas within the limits of the urban section (KY 90). b) Sod shall be required to restore all *disturbed areas in front of a residence that constitute a "maintained yard". In order to avoid discrepancies, the DBT's are advised to clearly indicate the limits of sod for each property on the project and if necessary, explain the limits as shown. c) The limits of sod for use within the rural typical shall begin at the edge of the sub-grade and extend to the *disturbance limits of the "maintained yard" for the parcel in question. *NOTE-Disturbance limits and disturbed areas include areas disturbed by the relocation of Utilities.

Question:
Are the culverts in the milling and overlay section through Marrowbone to remain in place.
Answer:
Yes

Question:
There is not a pavement design for KY 100. Should we use the same pavement design from the KY 100 As Builts? For any overlay, should we use the same as shown for KY 61 and KY 90?
Answer:
Please use the pavement design shown for KY 90 spot improvements. However, please delete the use of the one foot of stone and fabric indicated for roadbed preparation.

Question:
Concerning the requested work from MP 4.961 to 5.314. You have described the work to be done as reconstructing KY 90 above the 100 year flood. The given typical is "12 foot lanes and 4 foot shoulders". The given design speed for the reconstruction is 55 MPH. However, given that the existing curve in this section does not meet 55 MPH criteria, and that using a larger radius curve meeting criteria would result in (1) the roadway being moved closer to the creek, (2) realignment of KY 90 into the milling/overlay section in Marrowbone, and/or (3) replacement of the Wisdom Creek bridge; is the work description consistent with the 55 MPH design speed? A reduced design speed could fit the existing use of the roadway better and allow for the reconstructed roadway to be raised above the flood elevation without moving it closer to the regulated floodway and the erosive forces of the creek.
Answer:
Please be advised that KYTC will allow the use of a design speed of 45MPH at this location.

Question:
Please provide the most recent bridge inspection reports for bridges at the following locations: Mile point 20.08 over Logan Branch and Mile point 21.47 over Smith Branch.
Answer:
These reports have been posted to the Design Build No. 8 web page.

Question:
Do we need to include cross sections with our submittal?
Answer:
Yes
