Questions and Answers:

Question:
I have discussed Section 12.3 of the Scope of Services, Subsurface Utilities Engineering, with members of each of the other teams. We are in agreement that it would be desirable to discuss this requirement at the utility meeting on November 2nd. Apparently there is no current list of firms approved by the state to perform this work. If the Department desires that each team perform the work, then a list of approved firms is needed. Another alternative that has been mentioned is to have one SUE company perform the work and share the information with each of the teams. The statewide surveying contracts have apparently been used previously to provide this service.
Answer:
Currently, KYTC has used or knows of four firms qualified for SUE work on projects. They are: Tampa Bay Engineers (known as TBE) Robert Clemens T- 317-585-3540 C- 317-491-5716 bclemens@tbegroup.com SO-DEEP David Cole 330-794-4455 703-361-6005 sodeepohio@aol.com (mailto:sodeepohio@aol.com) Quest Engineers QK4 Any of these firms would be acceptable to KYTC. The only qualification is that the SUE firm perform the work in accordance with ASCE STANDARD 38-02. This document is called "The Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data". KYTC has not gone through a qualification procedure for SUE firms. However, if a firm can do the work according to these guidelines, then they are technically qualified to do the SUE work. In general, it is acceptable to KYTC for the DBT's to "pool" resources to get this work done by a company that follows the guidelines and share the information. At this time, KYTC does not intend to utilize Statewide Survey Services to perform this work. It shall be the responsibility of the respective DBT's to get this done.

Question:
Does KYTC have any road plans for the section of Wilson Road between US 31W intersection northward to Knox Blvd., a distance of about 1 mile?
Answer:
Unfortunately what you mention is all we have. All of these were provided to the design/build teams at the pre-bid meeting.

Question:
Referring to Section 16.3 "Lighting Special Provisions" This section says "All applicable KYTC standards for roadway lighting shall be adhered to." The existing lighting does not appear to meet any current criteria for spacing. Does this section mean a complete set of roadway lighting plans that meet KYTC's criteria for spacing and materials need to be provided?
Answer:
Yes, the DBT should provide a set of lighting plans and all items of work necessary to provide a lighting system that meets KYTC criteria.

Question:
Would you please provide the contact information for the Fort Knox US Army Corp of Engineers Representative for work being done on the post?
Answer:

Question:
There is an area on the Westside of the project near the beginning, opposite Wal-Mart, and another area along the eastside of the project between Redmar and Knox Blvd that have recently been paved. Should these areas be removed or are they to be considered structurally sound and only require the overlay courses?
Answer:
The pavement widening opposite Wal-Mart is considered to be adequate and can be over-laid. However, the pavement widening between Redmar and Knox Blvd should be removed and replaced with full depth pavement.

Question:
Who will be responsible for clearing and grubbing the utility easement? Will the DBT perform this work or should the utility companies include this in their estimates?
Answer:
The DBT is responsible for providing "coordination services" on behalf of KYTC to make sure that all work that needs to be completed by the utility companies is done in a timely manner. This work shall be accounted for in the project schedule provided by the DBT as a part of their bid. The DBT's and the respective utility companies are encouraged to work together to get the work done in the most efficient manner possible in order to keep the project on schedule. As to who actually performs the work for items such as clearing and grubbing, the only stipulation KYTC has is that proper erosion control measures be utilized by all parties involved.

Question:
Request for Design Exception: For the mainline curve at the Wal-Mart entrance, will it be acceptable to utilize existing super-elevation rates with an adequate overlay as opposed to upgrading the super-elevations to the design speed as detailed in the Scope of Services?
Answer:
Yes, this is acceptable to KYTC. Please note that the Bid Proposal will now be due on February 9, 2007 instead of January 19, 2007 to allow all DBTs time to incorporate any changes they may wish to make into their designs as a result of this design exeption.

Question:
Per 8.1, a complete breakdown of prices using bid item codes, quantities and unit prices is to also be submitted. If these items are to be grouped and subtotaled into the 7 items in 8.2 they may be in a grouping that cannot be put on standard KYTC proposal sheets? What type of bid form are you expecting?
Answer:
An excel spread sheet or something similar will be acceptable as a means of showing the complete breakdown of bid items.

Question:
What date will the easement area on Fort Knox be available to begin work?
Answer:
KYTC anticipates that the easement area will be available beginning 4-1-07.

Question:
Section 15.4 on page 21 of Scope of Services says the DBT is to address stabilizing unsuitable areas and that normally undercut and replacement with approved materials or course aggregates with geotextile fabric Ty IV are permissible solutions. Also the DBT is to include 10% of earthwork volume as a minimum amount. If 10% of the volume is added for undercut should items and unit prices be added for aggregate and geotextile fabric for this same volume?
Answer:
As stated in the Scope of Services and above, KYTC requires that the DBT make provisions to stabilize at least 10% of the earthwork volume for potential undercut areas. The methods for stabilization that the DBT intends to utilize are not necessarily restricted. For instance, coarse aggregates and fabric are permissible solutions, provided the aggregates can be drained. Due to the potential variations in what may be encountered on the project, flexibility in the approach needed to provide a working platform for constructing the roadway will be required. The DBT and the Project Manager will need to make the determination about what is the best approach based upon the circumstances encountered.

Question:
We would like to propose a follow-up question concerning the Cabinet's approval of a design exception allowing an adequate overlay of the roadway utilizing the existing superelevations at the Wal-Mart and Wilson Road intersection. Is the intent of an adequate overlay to cause the pavement to be superelevated in a positive direction for a curve to the left ofr does the design exception allow the superelevation to remain in the adverse direction up to 2.7%?
Answer:
The intent of the adequate overlay of the roadway utilizing the existing super-elevations at the subject intersection is to provide for a smooth riding surface, with correction of any structural deficiencies encountered. The correction of any adverse super-elevations in this area will be considered in preparation of final design plans.
