Are there any plans for retaining wall LT STA 53+64 to 54+20 and 54+24 to 54+47?
REVISED ANSWER:
The retaining wall shown on plan sheet R3a is in three sections: Lt Sta 53+43 to Sta 53+60 (68 SF), Lt Sta 53+64 to Sta 54+20 (224 SF), and Lt Sta 54+24 to Sta 54+47 (92 SF).  As shown on Sheet R2a, the bottom of the wall is to be 2-feet below the back of the sidewalk grade.  The top of the wall is to be 2-feet above the back of the sidewalk grade.  The area behind the wall is to be graded to drain and sod is to be installed.  The line shown on the typical on Sheet R2a and labeled “REPAIR EXISTING GROUND BEHIND WALL TO DRAIN” is to insure that the area is repaired by smooth grading for installation of the sod after the wall is constructed.

Concerning geotechnical note 15, on sheet R84:  Note states that a working platform of 2’ of limestone or durable shale shall be placed over all soft or saturated areas.  Some specific locations are given but the note also states that actual thicknesses and locations will be determined by the Engineer and that this is incidental to roadway excavation. How this be bid if the locations and thicknesses are yet to be determined?  This will require stockpiling and rehandling of overburden in order to access the rock from the cuts. The amount of stockpiling and rehandling will be determined by the quantity of rock required for the working platform.  Can a bid item for this “working platform” be added?
No, a separate bid item for working platform will not be added.  See Geotechnical Note #9.

There appears to be an existing 12” PVC water line that will be very near or in direct conflict with Pier 1 construction on the Nunn Parkway Bridge widening.  The Pier looks to require a cut of over 15’. Section 105.07 of the Standard Specifications indicates the Department “…will arrange to have all the owners of all water lines … and all other utility appurtenances in conflict with the limits of the proposed construction relocate or adjust those facilities in conflict except as otherwise provided for in the Contract.”  The proposal states on Page 16 that the Glasgow Water Company has requested its relocation work be incorporated into the road contract, however, the utility plans provided do not indicate this section of water line will be relocated, temporarily or otherwise. What is planned to be done with this section of water line?
The proposed bridge piers are extensions of the existing piers with two new columns as shown on Sheet S3 of Structure Plans 26194. The extensions are in line with the existing piers. The Department, coordinating with Glasgow Water Company, believes there is adequate distance between the piers and the water line and has intended to leave the existing water line in place. After further review of the depth and size of the proposed footing and with recent experience in similar situations, the Department understands that it may be necessary to relocate this facility once the contract is awarded.

The Contractor must sawcut and remove the concrete so that an even, uniform edge is left after completion of the shoulder widening.  All material shall be removed off-site, or as directed by the Engineer.  There is approximately 800 linear feet of concrete driveways that will need to be addressed.  This work shall be incidental to the trenching activity and no additional payment will be made.

Concerning the specification section “3/8” Epoxy urethane waterproofing overlay for bridge deck” beginning on page 164 in the proposal, Section 2.4 Material provider called for Unitex Pro-Poxy 2500 for the pretreatment.  This material is a patching material and we would like to confirm if that this is correct. Is the pretreatment meant for patching spalls or was the state looking for a low viscosity epoxy pretreatment that would most likely be Unitex Bridge seal? 
The section 2.4 on page 166 incorrectly list Unitex Pro-Poxy 2500.  The intent is to use “Pro-Poxy 50” material for the pretreatment.

Concerning the specification section “3/8” Epoxy urethane waterproofing overlay for bridge deck” beginning on page 164 in the proposal,  4.2.2 Application of Overlay System states “the overlay shall be applied on all deck areas using metering, mixing and distribution machinery owned and operated by the manufacturer of the epoxy-urethane overlay system.” Will the contractor be permitted to use distribution machinery that is owned and operated by the contractor?
The manufacturer has a certification program for applying their materials.  Unless the contractor has the exact make and model of applicator the manufacturer specifies they will have to either buy or rent the equipment.

It depends on what capacity the officer is used.  If the person is strictly for enforcement—monitoring traffic in a car, then prevailing wages would not be required to be paid.  However, if the person is performing the duties of a flagperson, then they would be paid prevailing wages.

No.  The intent of the note is restrict the contractor from filing a claim due to utility delays if the delay occurred prior to the anticipated relocation date of the utility causing the delay.  The contractor should consider this when preparing their bid.
