Portable Steel Barrier will be acceptable if: (1) It is certified by the manufacturer that Portable Steel Barrier NCHRP 350 performance, including deflection, will meet or exceeds that of Water Filled Barriers without any anchoring the walls to the deck. Anchoring Walls to the deck is not permitted under any circumstances, and  (2)  Any needed crash cushion/attenuator shall be provided at no cost to the Cabinet.

How many feet of the rumble strip retrofits are in concrete? 
Although it is possible that a small quantity of locations may be in concrete, the Department does not believe there are.  However, it is up to the bidder to verify field conditions.  It is expected that rumbles be installed regardless of the surface material type and that no adjustments will be made for locations based on the type of material that the rumbles are to be milled.

The cover sheet index states that the last cross section sheet should be X299.  The cross sections on the disk that we received end at sheet X285.  Are there sheets missing or is the cover sheet wrong?
The cover sheet is correct.  There were sheets missing in the online plan room and from the plans sent out from Lynn.  The missing sheets will be sent.  Also, there are incorrect cross section sheets that will be corrected in an addendum.

No, there is not a plan sheet R102.  Please see the box on plan sheet R1 right below the “Index of Sheets”.

If the contractor chooses to use temporary tape that will be acceptable.  The spacing the striping is in the Standard Specifications.

Why is there 30,000 lf of temp. paint for micro surfacing but only 3,000 lf of temp. paint for Ultra Thin Overlay?
The Department included more temporary striping for the micro because of the striping needed between the leveling course and the surface course.  The ultra thin will only require temporary striping in the areas where leveling and wedging is completed.

The Special Note for Base Failure Repair (KY 1980) states that the 4.5 inch depth to which the repair areas are to be milled is to be refilled with CLASS 2 ASPHALT BASE 1.00D PG76-22.  Since no other asphalt mixes on the project have PG76-22 asphalt, is it truly intended that the asphalt base refill material have PG76-22 asphalt, or will asphalt base material with PG64-22 asphalt be acceptable?
The asphalt base material shall be PG 64-22.  An addendum has been posted to the website.

The project includes Line No. 0060, “Crushed Aggregate Size No. 2” (1325 Tons), and Line No. 0200, “Fabric- Geotextile Type IV” (4,220 Square Yards).  On the General, Pipe & Paving Summary Sheet, both items reference Notes to “See Geotechnical Notes for use\installation details.  The Geotechnical Notes include two notes (7 and 11) which discuss the use of crushed stone and fabric, one for working platform use and one for drainage blanket use.  Please confirm the two bid items will be used in working platform applications (and paid for by unit price), and drainage blanket applications will be considered incidental to roadway excavation.  Will perforated pipe items, used for Drainage Blanket applications be paid for by unit price?
REVISED:The ”Crushed Aggregate Size No. 2” and “Fabric-Geotextile Type IV” will be used for the subgrade working platform and drainage blanket applications (Geotechnical Notes 7 and 11).  The aggregate will be paid for by the ton and the placement will be incidental for both uses.  The geotextile fabric will be paid for at the unit price per square yard for both uses.  Perforated pipe for use with the drainage blanket will be paid at the unit price.  An addendum will be posted to the website.

The proposal does not specify if we are to “Raise” the bridge on the corner or where we “Jack & Sup’t – Do Steel Repair”.   Are we to raise the bridge to the original elevation or leave it +/- 2” low?
There is no need to raise the bridge. The beam end needs to be raised enough to have the proposed repair completed. The deck is settled about an inch and one half at the extreme corner and levels off in about 12’ across the width of the bridge and about 10 feet  across the length. Steel repairs may improve this differential but certainly not worsen it. That difference must be corrected when the adjoining joint is replaced and LMC overlay.

On page 28 of 48 in the proposal,  if we are to “Raise the Bridge” to the Original Elevation, it seems the repair as detailed may not suffice. This may require shimming at/above the Bearing to make up the distance.  Can you please confirm the Proposal is correct, or revise if required?

In regards to sheet R29 Slide Repair Detail.  Note 2 States the the soil embankment will be paid for as Embankment in Place.  Will there be a bid item added for this or is this going to be incidental to roadway excavation.
Sheet R29 has had note number 2 revised to say “soil embankment will not be paid for on this project, but shall be incidental to ROADWAY EXCAVATION”.  An addendum will be posted to the website.

The proposal work type description classifies the project as asphalt pavement patching, but there are no proposal notes for base failure repairs, typical sections or other information showing types of patching.  Is it intended that the milling and asphalt pavements be placed in a patching/piecemeal method as directed, or will these items of work be uniformly performed on the defined lengths of the two ramps onto and off of SB I-75 per the typical sections?
The intent is to mill and replace the pavement within the project limits on the ramps as defined on the typical sections.

The typical sections given do not show locations or dimensions for DGA/sealed shoulders, yet there are quantities of DGA, asphalt seal aggregate, and asphalt seal coat set up, with a typical/standard note for DGA base for shoulders.  Where are these work items to be constructed?  If it’s intended to remove & rebuild the DGA shoulders, how will removal of existing shoulders be paid?
The intent is to rebuild the existing DGA shoulders and chip seal no more than 4 feet wide.  Ditching and shouldering line item covers all preparation for installation of DGA shoulders and asphalt seal coat.

The Laurel County Maintenance Facility is located 1995 Russell Dyche Memorial Highway London, KY 40741 (1 mile West of London on KY 80). The Contractor will be responsible for dumping the material and the state will pile the material up.

Drawing S3 shows guardrail posts bolted to the deck the length of the structure.    Should the contractor plan to taper the guardrail to the shoulder on each end as shown on TTC-110-02 by driving guardrail posts through the asphalt pavement?   If the ends of the guardrail were protected could some other type of channelizing device be used for the taper?
No, the intent is not to use the guardrail for the taper.  The guardrail is to be rolled down to the pavement in two pieces on each end of the bridge and secured to the pavement.  Use other channelization devices for the taper in accordance with TTC-110-02.

As required by Section 606.03.03, remove all deteriorated and spalled concrete from Curbs, leave all reinforcing intact, blast clean, coat with epoxy bonding agent (grout-bond  coat), and restore to original configuration with overlay material. Seal with epoxy – sand slurry.

Concerning Line No. 1050, Item 20757ED - Pavement Repair, Plan notes indicate that this item is for the removal and replacement of deteriorated pavement with Asphalt Surface during different phases of the project. The Depth of the repair is to be determined by the Engineer.  Since this item is paid by surface area can more information be provided regarding the depth and size of a typical repair area? Also, will repairs be done when seasonal limitations will not allow the contractor to complete the work properly?
Estimated depth for the pavement repair is 4" Class 3 AS 0.38D PG 64-22. The size and location of the pavement repair will be determined by the Engineer.  Seasonal limitations for this repair shall not apply.

The bid item Pave Mark Ty1 Tape Cross Hatch is in the neutral area where traffic is split between the barrier wall during phase 2 and phase 3. It was not intended for Type 1 Tape to be used in this area. The temporary chevrons are to be paint and shall be incidental to Maintenance of Traffic. Please bid accordingly.

Is there a breakdown of the earthwork quantities as typically given?  Is all the embankment to be obtained on site?
All embankment will be obtained on-site with the exception of “Select Rock Fill Embankment”.  This material is intended to be used to construct a 2’ thick layer of clean well-graded stone just under the pavement section only if the on-site rock available is exhausted prior to completion of this designed layer.

No, a bill of reinforcement will not be provided for the barrier wall retrofit.  The 2’ O.C . spacing of the horizontal dowels and the 1’ O.C. spacing of the vertical dowels are both correct.

On Sheet S6 of the structural drawings, it shows the extrusions and strip seal to go into curb/barrier but the limit of replacement of concrete is the gutterline.  Will the extrusions require nelson studs and if so, will concrete removal be the minimum to get the studs in or must the whole wall be removed?  If whole wall is to be removed, what are the removal limits?
No, the extrusions will not require nelson studs.  The pay limits and concrete removal limits are gutterline to gutterline as shown.  The extrusion extensions, the extended strip seal, and any concrete removal, if necessary, in the curb/barrier wall shall be incidental to the joint replacement bid item.

Concerning the page 26 in the proposal, can clarification be provided on the payment of the Bridge Barrier Retrofit and Steel Reinforcement?
Bid item #23032 BRIDGE BARRIER RETROFIT includes payment for the known quantities of required steel reinforcement as shown on the detail.  Included in the known quantity are the 4 longitudinal bars, the stirrups, and the horizontal and vertical dowels.  Bid item #08150 STEEL REINFORCEMENT, (534.4 lbs) is for 800 LF of  #4 steel reinforcement to be used as additional reinforcement, if necessary, in the barrier wall retrofit, expansion joint replacements, and partial depth patch areas.

Concerning the traffic control coordinator, Is this to mean a person Must BE ON SITE 24/7 or be in a close proximity reachable via telephone or radio?
The traffic control coordinator must be present when workers are present and/or when an imminent danger to travelers exists (i.e. a big hole left unattended), and can  be reached via telephone in case of emergencies.

What pavements require a temporary marking, Is it just new asphalt or new asphalt or coal tar slurry coat?
All permanent markings shall be placed in two applications regardless if placed on newly placed asphalt or surface treatment (seal coat/slurry seal).  For clarification, the third paragraph in section P-620-3.5 “Application” on page P-620-7 shall be modified to read as follows:When pavement markings are required on a newly placed pavement or surface treatment (seal coat/slurry seal), the pavement markings shall be completed in two applications. The first application shall be 33% of the application rate specified in Table 1. The second application shall be 100% of the application rate specified in Table 1.  A minimum period of 24 hours shall elapse between placement of a proposed pavement and the first application of pavement marking. A minimum period of 30 days shall elapse between placement of a proposed pavement and the final application of the pavement marking. All glass beads shall only be included in the final application of the pavement markings.

A detour will not be allowed with this project.  The contractor shall maintain 2 way traffic (min 9’ lanes) on rock outside of work hours prior to placement of asphalt base.

The Roadway Mainline plans show three locations for a total of 130 SY.  The Proposal Bid Items list 130 CY.  Dimensions aren’t clear either.  Proposal and Roadway mainline plans says 3’ and Typical Sections and Structure plans show 3.5’.  Please Clarify.
The concrete slab along the retaining wall sections should be 3.5’ wide. Final payment will be for the measured and accepted quantity.
